Three specific objectives, research questions and three hypotheses guided the study. The study adopted the descriptive survey research design. The population of the study consisted of 800 Management Staff of University of Port Harcourt and Federal University, Otuoke. The sample size of the study was four hundred (400) Management Staff whereas the stratified sampling technique was used in the study. The figure was generated using the Taro Yamane formula. The instrument used for data collection was a self-structured questionnaire patterned in a four-point rating scale of Very High Extent, High Extent, Moderate Extent and Low Extent. The instrument was face and content validated by experts in the Department of Educational Management and Measurement and Evaluation, all in the Faculty of Education, Rivers State University. Reliability of the Instrument was established using Cronbach Alpha which gave a reliability index of 0.86. Weighted mean score and standard deviation were used to analyze the responses to research questions while “z” test statistics was used to test the hypotheses at 0.05 level of significance. The findings of the study revealed that the introduction of e-learning in universities, hard knowledge that would provide immediate tools for the management of human resources and the environment, introduction of competency-based education inter-alia, can help in the management of trends and issues in universities. It was therefore, recommended that university management should legalize and encourage content use of e-learning in all tertiary institutions especially, universities as this would expose students to online education as it were. The government, through the university management, should regularize competency-based education hence it is less expensive, self-paced and more career-oriented and prompt skills.
