Managing Financial Resource Bottlenecks for Sustainable University Education Goals Attainment during COVID-19 in Rivers State

Abstract

The paper focused on managing financial resource bottlenecks for sustainable university education goals attainment during COVID-19 in Rivers State. Three research questions were answered and three hypotheses were tested in the study. The design adopted for the study was the descriptive survey while the population of the study was 7, 612 staff of the three public universities in Rivers State. The sample of the study comprised 720 staff (351 teaching and 369 non-teaching) who were drawn using the systematic random sampling technique. The instrument used for the collection of data was a 15-item questionnaire tagged “Financial Resource Bottlenecks for Sustainable University Education Goal Attainment Questionnaire” (FRBSUEGAQ). The questionnaire was validated by two Test and Measurement experts from Rivers State University while the reliability was estimated using Cronbach alpha statistics with an index of 0.88. Out of the 720 copies of the questionnaire administered, 699 copies (347 teaching and 352 non-teaching) were retrieved which was a 97.1% retrieval rate. Research questions raised were answered using mean and standard deviation while the hypotheses were tested using z-test at 0.05 level of significance. The result of the study showed that financial bottlenecks included cases of financial exclusion and reduced revenue. The effects of these financial bottlenecks as revealed in the study included slow infrastructural development and low research activities among others. It was also shown that increased budgetary allocation will assist universities in managing these financial constraints for sustainable university education goals attainment during COVID-19 in Rivers State. It was recommended that university administrators should improve their ability to generate financial resources internally in the face of the COVID-19 pandemic.
